Terry Harold James says he just wants to play basketball at night when it’s cool. The 60-year-old resident was issued a citation in late May for being in a closed city park.

Protesting the night-time closure of public parks, James unleashed a string of expletives during a June meeting of the Bullhead City Council. James apologized for his use of obscene language during the July 5 Council meeting, but insisted the parks should remain open for citizen use at night, particularly in a community where temperatures don’t cool until late in the evening.

“Just because the city council goes to bed at 10:00 p.m. doesn’t mean everybody else does,” James said. He also complained about his citation.

“I haven’t had a traffic ticket in 30 years,” James said. “I’ve never been charged with any crime and I’ve never spent any time in jail. Now for the first time in my life I am a criminal.”
